我们是河北省张家口市张北县油篓沟镇义合美沟行政村村民，我们要对上届村委会人员进行实名举报，他们的做法严重违反了国家法律，破环两委选举秩序，肆意践踏村民人权，破坏基本农田，中饱私囊，贪污腐化。同时给村民带来了恶劣影响，以下是我们各自检举事件，希冀有关领导下去明察。
一、肆意殴打村民，操作选举；公安机关与打人者沆瀣一气，包庇纵容。
我叫牛海坡，身份证132521196207201131，电话13333130941，是张北县油篓沟镇义合美村高家村村民，也是村民小组长及村民代表，我村于2021年2月26日到3月17日村党支部换届选举，2月26日投票推荐支委和预选村书记，第一轮投票后，在3月1日19点左右在我村杨永胜家中，在场人有梁建军（我村上一届村主任，他和上一届村书记非常要好，经常在一起吃饭，喝酒，打牌）杨永胜，杭秀珍和我本人，梁建军是我村上任村主任，谈话中说起下一轮3月17日投票时，梁建军说咱们还都选上范文广（我村上任村书记）吧，让联系村民都去投范文广的票，我说我不同意，因为他近几年的所作所为，好多社员们村民们都不同意再让他当书记了，我话刚说完梁建军就拿起玻璃杯子狠狠的砸向我的头部，当时我休克倒地，血流了好多好多，赶过来的老婆和两个女儿被吓傻，当时在场人杨永胜打了120和110，随后村书记范文广赶到现场让刚刚报警的杨永胜又打电话和110解释了一下说不用出警了，自己处理了，当时我已被送往张北医院，张北医院接诊时我已休克，身上全是血不敢接收让赶紧送张家口医院，然后范文广让我爱人回家拿钱，由于是晚上，家又在村里，在等待拿钱的过程中我醒过来了，他们见我醒过来了就又把我拉回家中，3月3日早上我感觉头部疼痛和身体严重不适，拨打了120到张北仁爱医院治疗，到医院输液后我拨打了110报警电话，后接到油篓沟派出所电话说你们这点纠纷我们就不过去了，不给予出警，让你们书记和村主任过去处理一下吧，随后村书记和村主任也一直没有过来，我接着又拨打了两次110报警后派出所才过来，说你们就自己协商解决吧，要我们走程序的话最多就是拘留人，罚五百块钱，说完就走了。
我的人身受到了伤害，到现在打我的人还逍遥法外，当时在仁爱医院四楼（14-19病房）我住了十多天，也一直没有人来医院处理解决这个事情，最后无奈出院回家养伤，医药费也难以承担，最后梁建军派人送来9000元医药费。派出所到现在也没有立案处理此事，不管不问，村两委换届用如此暴力的方法当选村干部，老百姓会同意吗？会拥护吗？党的领导干部是为老百姓做事的，不是随便打完人还逍遥法外的，我走投无路斗胆向国家部门申冤，望国家为我们百姓做主，将此事秉公处理，我要求做法医鉴定为自己讨回公道，您是我们张家口百姓的靠山，希望您为我们百姓做主，以上事实如有不符我愿承担一切责任。
二、破环基本农田和环境，私采沙石，中饱私囊，涉嫌贪污
范文广和梁建军在2019年和2020年期间我村附件？交通局修路，范文广和梁建军经过联系，私自挖取国家资源，在我村陈家村中心道路主要干道两侧挖取大量沙石料私自卖出获取暴利，其中破坏基本农田1.3亩，农田承包者是我村孟繁海，电话15030384452，现在孟繁海的农田是两个几米深的大坑，无法用于粮食耕种。在我村赵家村东部山头，破坏山丘植被，挖取大量砂石，无开采手续，说的是卖出收益给村民平分，但以上石料他们以160元每车卖出【交通局有底可查】，给到老百姓手里却只给了80元，范文广和梁建军欺骗村民说砂石料卖了90元一车，给你们分80，剩下那10元由村委会统筹，就是10元加起来也有两万多了（一共两千多车），村委会和镇财政并没有收到这笔款，可见都在他们个人手里，一共两千多车，剩下的将近二十万元不知去向，望上级领导明察。
三、违反退耕还林政策，将林地毁坏用于耕种，并将所有收益收入囊中，涉嫌毁坏林地犯罪。
我要举报的是我们村书记范文广，在2017年夏天在没有经过村民和上级部门同意下，私自把位于我村陈家村东坡上的退耕还林地开垦成了耕地，砍掉了林地里的树，当时我村村民戴文科翻地，村民张全旺处理被毁的树，开垦了64亩，并打了水井，配套成了水浇地，范文广当时开会说这些地要承包给任卫东《当时我村的副书记》的合作社种植蓝靛果项目，说前两年免费用地，之后第三年有了收益在给村民分，说完这些后我村村民小组长纪登敏站起来说，要是这样的话这些地我也愿意承包，随后离开会议室，村民代表会也没有通过这个事情，但是没几天范文广就在毁掉的林地里打了水井，配套成了水浇地，他们每亩400元承包出去自己受益，农民一点好处没有，也没有种什么会议室说的蓝靛果，一直到现在这64亩地也是每年由范文广转包给他人，这么多年的收益都自己全部贪污，没有给村民分过一分钱，也没有一分钱纳入了村集体收益和镇统管账户，我村有6个自然村，（村代表会没有通过，村主任没有签字，证人为全村村民）。
四、利用洁净煤发放，贪污专项资金
2019年9月份政府统计，每吨500元，我收到我村张亮500元，高峰1000元、任占永500元，我自己500元及其它等人的统计煤款交予村委会大队，一直到现在煤没有分上，钱也没有退，最后买煤村民不停追问，范文广和梁建军说把欠村民的煤款转变成集体用工，然后上报镇里最后用利用政府下来的光伏收益扶贫款给几户直接打到了卡上，村民交的煤款不知道去向，最后范文广说是收到的煤款已入村委会集体帐，但镇财政所从来没有这笔账的痕迹。我只是其中一个村的，其它五个村不知道的收了多少煤款（证人为张亮 高峰 任占永 牛海坡和当时村会计赵树清及部分知情村民）。
五、隐瞒补偿款实际数额，侵占村民土地补偿款5万余元
2019年我村部分耕地承包给孟庆忠、王海军两人，因交通局修筑深胡洞至南天门路段，王海军和孟庆忠种植的路边部分耕地需要拆迁，青苗损失需要补偿，范文广、梁建军二人给孟庆忠和王海军每家补偿款12000元，二家共24000元，范文广他们从乡财政取出79800元，余下的5万多不知道去向村集体账户也没有这个钱（证人为孟庆忠 王海军 牛海坡）。
六、异地搬迁工作中滥用职权，优亲厚友
2017年国家扶贫楼，在村的低保户、残疾户，住不上楼房，给一些非建档户，有工作的，张北县住的楼房，户在本地，宅基地早已卖掉，范文广、梁建军为了好处关系、凭借权利，用村委会的名义出一份证明，给他们在村里买上别人的废弃空院，就能住上楼房，还有自己的房子一砖一瓦不动留存，换取二套楼房，买一套住一套，拿党的政策扶贫楼作为买卖交易，以手中把持的权利甚至发展到村与村之间互相乱买宅基地，全大队6个自然村，总户数是449户，总人口1171人，建档立卡搬迁户121户，人数245人，同步搬迁176户，人数439人，总迁移户297户，684人，现剩余152户未搬迁人口487人，二期需要搬迁的人员进行上访多次，其中存在范文广和梁建军的武断处理方式不公平，让人敢怒不敢言，另外有4户分上楼房的根本就没有宅基地，把自己的宅基地卖给别人，自己获利，然后又通过范文广分到了楼房。（证人为全村村民）。
七、异地搬迁楼建设工程中，利用职务便利，承包工程，工程质量堪称豆腐
2017年义合美沟异地搬迁楼建设工程，该项目按政策程序进行了招投标，以村书记带头也进行投标，但是没有中标，通过和中标单位协商把工程拿回，村书记及其它村委会成员，每人通过关系承揽了一幢楼的建设，为了个人利益不注重质量，地下室常年水漫，卫生间楼上洗衣服楼下漏水可以洗澡，楼体已裂缝，室内墙皮无故掉落，地板砖空鼓等问题，搬迁住户多次通过12345进行投诉，反馈后因施工人员是范文广，质量问题一直得不到解决。（证人为全村搬迁楼房村民）。
这些村干部、当值不为百姓解决实际问题，问起来就拖，要问多了拔腿就走，以上几届任职都形成拉帮结派模式，捆绑成以村委会党组织为主的利益群体，换届换汤不换药，真正不为老百姓办事，就光想着自己的位置，以国家赋予的权利为自己服务，低保户申请需要送礼，这么多年来国家政策为老百姓脱贫给予老百姓的各种扶贫、各种补贴、各种征地用钱这些村干部大队书记从来都没有公示过，（上级检查就沿户安顿篡改事实）都有哪些钱、一共多少、具体补助发给谁了，我们老百姓从来都不知道。现在老百姓一时都不知道去哪里说理去，我的一句话遭受到梁建军致命打击报复。
