佘智江被中国警方认定为跨国电信诈骗及网络赌博集团“KK园区（KK Park）”主要头目之一。中方指控其组织或参与在线诈骗、人口贩运以及洗钱活动。
泰国当局此前在中方通报后将其拘捕，并展开引渡程序。佘智江在被拘押期间，曾向泰国法院提交上诉与人道主义请愿，但最终被驳回。
公开资料显示，佘智江旗下的亚太国际控股集团曾参与投资缅甸臭名昭著的“水谷沟新城（Shwe Kokko New City）”项目，该项目因涉嫌网络赌博与非法金融活动多次被国际社会关注。
