在大同市委、市政府的战略布局下，在市文旅局的大力支持下，大同经建投集团与上海顺鹿影视文化传媒有限公司经过深入沟通探讨，整合优势资源，共同成立合资公司——山西开拍啦影视传媒有限公司。该公司将整合大同市全域优势资源，致力于为全球微短剧创作者构建一个从IP孵化、编剧创作、实景片场、拍摄制作、演员培训、服装道具、后期特效，到平台合作、投资融资、宣传发行于一体的完整产业生态链，共同打造大同微短剧影视产业园、大同AI影视数字产业园、大同海外微短剧拍摄基地。其中，大同微短剧影视产业园，建筑面积约2万平方米，以“全域影城”为蓝图、以“全链服务”为支撑，正加快建设集拍摄、制作、孵化、变现于一体的微短剧创作者园区，同时启动“1+1繁星计划”，即打造一档全民参与的微综艺节目《下一站，短剧王》，一部聚焦大同文旅的精品微短剧《佛光下的暖阳》，并以此引领开启大同百部精品微短剧拍摄计划、大同百部微短剧演员招募计划。
